VPN for Kashmir: what the district orders say

Rules in the valley are set district by district and for limited periods. Read the current order before anything else.

The orders in plain terms

In late December 2025 district magistrates in Rajouri and Poonch in Jammu and Kashmir issued orders under section 163 of the BNSS suspending unauthorised VPN services for two months. Reports describe orders that apply to individuals, cyber cafes and internet providers, issued without prior notice and with exceptions for services the government authorises. Doda had an earlier order of the same kind.

Digital rights experts quoted in the press called such orders legally weak, and we did not find a court ruling on them. That is as far as we can state: we are a seller of keys, not a lawyer.

What follows for a reader

  • The orders have end dates and can be renewed, extended or left to lapse, so a news report is not the current position.
  • Each district issues its own, so one district may be covered and its neighbour not.
  • Police have registered cases and bound over people for breaking some orders, according to press reports.
  • A tunnel on a mobile SIM and on a hotel Wi-Fi are covered alike by an order that covers the district.

Where that leaves our service

We cannot tell you that using a key in a given district is allowed. If an order in force covers where you are, using a tunnel there may be a breach and we advise against it. Check the notice of your district magistrate or ask a local lawyer. Nothing on this page encourages ignoring an order.

Also be clear about what the service is: five servers in Helsinki, Warsaw, Tokyo, Istanbul and Paris and none in India. It gives no Indian address, and it does not give access to anything a state or a rights holder has restricted.

If no order applies to you

  1. Confirm the current position for your district from the official notice and note its date.

  2. Ask the bot for the free trial link and install a client such as Hiddify or Happ.

  3. Connect to one city and open a page in the browser.

  4. Keep the link private and disconnect if a new order is announced.

Why people ask, and the plain alternative

Searches pair the valley with network names and with the word working, because reliability shifts with signal, congestion and sometimes official shutdowns. A tunnel cannot restore a connection that the network has cut: if there is no data, there is nothing for it to carry. We do not publish speed or uptime figures.

Where an order bans tunnels and you only want a private chat, an end-to-end encrypted chat inside a messenger needs no extra tool.

Money, disclosure

There are four plan lengths, longer ones cheaper per month, paid in crypto in the bot with no card, no UPI and no auto-renewal. Because this page comes from a seller, it sticks to reported facts and a checklist you can run yourself. The page rests on the sources below and on how the plan works.

Questions

Is a VPN banned in all of Kashmir?

No single rule covers the whole of Jammu and Kashmir; the orders we found were made by individual districts for fixed periods.

Can I be penalised for using one?

Press reports mention cases under some orders. We cannot give legal advice, so ask a lawyer.

Does the key work if mobile internet is cut?

No. A tunnel needs a connection first.

Is the free trial allowed where an order applies?

The trial is a service feature, not a permission. The order decides.

Why is there no Indian server?

We do not offer servers in India, and we give no Indian address.
